Hi,
My brother currently pursuing an 8-month certificate in toronto which will end on August 24th. But his certificate starts in January 2019 (8 months again) in which case he will apply for an extension of study visa.
1. Will both his certificates be considered if we apply his work permit in September 2019?
2. If not, when should he apply PGWP?

Please help as we are trying to find the best way out to go for 3 year work permit.
