The PGWP was deined because the officer thinks, the applicant wasn't a full-time student in each academic session. However, the applicant was a full-time student but dropped a course in middle of the semester to prevent it from failing that gave him a grade of W instead of F. Because of W, the officer thinks that applicant was not a full-time student.
Is there any way he can get it approved? Any factor he can choose to ask officer to reconsider?
It was just one semester. Rest of the education was on time. It's kind of a big deal for him as he did everything else right. Actively pursued his education to the completion without taking any break, being enrolled in DLI, the whole time.
I assume it wasn’t his last semester. And you say he did everything right but he didn’t. It is clearly stated that you can’t be part-time. I assume he stopped working immediately because he can’t...he is working illegall. Others can chime in but he can contact a lawyer.
He should consider calling and sending webform to request a reconsideration with an explanation even though it seems it was technically correct to deny it.

I'll advise he uses a lawyer. The study permit law is violated by being registered as a part time student. Incidentally, I have a current issue with not stopping work when my university sent me a credential completion letter and now my uni told me working after that which I unknowingly did is considered working without authorization by CIC. I asked if people have been denied based on this reason but I was told not very common (though not sure as I'm really worried). One reason my uni rep cited is common refusals are based on not working full time which seems to be your case. Please use a lawyer!
