PGWP Refused - applied after student status expired

Urgent Help Required: PGWP Refused

My brother timeline:

2023 March- study completed
2023 April 30- Study visa /Permit expired
2023 June 7- Applied for PGWP (Applied late as he was waiting for college transcripts)
2023 July 5- Work permit refused (due to study permit expired before he applied for Work permit)


Please help me what steps can we take???

1. Is it possible he can apply for restoration of study permit even though his study is completed?

2. Can he apply for study permit restoration and work permit at the same time.

He was refused PGWP as he did not apply restoration of status along with his application it looks like

Reapply PGWP with Restoration fee and attach a letter of explanation about all that happened

When you are applying PGWP you do not need to apply study permit restoration. Instead you should apply restoration to maintain status
