PGWP part time for last 2 semesters

Hi,

I intend to apply for pgwp very soon but I have run into a complication. I know the rules say that you need to a full-time student throughout, and only in your last academic session can you be a part time student to complete any courses that were left.
Unfortunately for me, after finishing my full course load in april 2017, I had exactly 2 courses left, both of them core requirements for my major. BUT one of them was ONLY AVAILABLE in fall 2017 and the other in winter 2018. Which means I have been a part-time student for my last 2 semesters because I had no option of completing my last 2 courses in fall 2017.
Do I have any chances at all of getting my pgwp? Have you guys ever come across someone in a similar situation? If my application is refused, could I possibly appeal through a lawyer?

do you think it's still possible to get a pgwp even though I was part time during a semester because I dropped 2 courses that I wasn't doing well in
