I had my open PGWP dated from 3rd May 2019 to 3rd May 2022. After that I got it extended in August 2023. Currently my extended work permit expired in February 2025. Can I apply for extension again as I still do not have any update on my PR Application?

Not unless you have an accepted PR application. Then you could apply for BOWP.
