Do they qualify for the new PR stream?

my brother is qualified but the problem is he won't get his result by the time the application is opened. I bet within a day or max 2 days the quotas will be fullfied.
on the other hand, my friend doesn't have a job (unemployed). it states the applicant has to be employed.

I guess cap will be reached within minutes or an hour, I predict system will crush due to the volume

my brother's pgwp is expired on October 2022. the eligibility says:

1. Your post-graduation work permit (PGWP)
   1. expired on or after January 30, 2020, or
   2. will expire within 4 months from the date you apply for this open work permit.

does that mean he is eligible to extend his?

Your brother is not eligible for the following reasons:
1. He does not meet condition 1 – PGWP has not expired on or after January 30, 2020.
2. He does not meet condition 2 – PGWP will not expire within 4 months immediately preceding July 27, 2021. Application must be submitted by this date.
