Do I have to renew or extend my PGWP before submitting an application for PR through CEC?
My PGWP expires as of December of 2021 due to the validity of my passport, I got the permit for 1.5 years with the condition of getting it extended after the renewal of my passport.
Also, now I'm eligible to submit my profile to apply for PR through CEC program, Is it recommended to do that before extending PGWP or after?

Just submit your application for PR. You might become a PR without ever needing to extend your PGWP.
Create your profile, and if you receive an ITA, apply for PR. Then, if by November or so haven't received it, either extend your PGWP or apply for a BOWP. Just make sure you've renewed your passport by then.
