I could not find detailed information about studying while having a PGWP. My question is: Can I study part-time Ph.D. if I have PGWP? I will not have courses, just a research-based program.

Short answer is no. You need a study permit if you want to complete a PhD since the total duration of the program is more than six months.

Firstly it will atleast take 5-6 months for your proposal to get approved by a supervisor. Before that it will take a while for a uni to respond back to your interest. Then they would require you to apply for student visa. PGWP implies post graduate work permit but you would be studying ( I know you don't have classes but you have to regularly report to your supervisor and had to write a thesis with 7-8 chapters)
