My wife was in Canada for the past 2 years to purse her Post graduation and applied for PGWP but she exited the country without even getting the PGWP and now her student permit also got expired.
So, will be able to apply for a student visa to re-enter the country or wait for the CIC to update her status (Its been more 4 months that she applied for the work permit and yet to receive the status)
Can somebody please suggest the best possible way to re-enter the country

A Work Permit and a Visa are two different things: the former allows the holder to work in Canada while (s)he is in the country, and the latter allows the holder to enter and/or re-enter the country depending upon if the Visa allows multiple entries or not.
As her Student Visa has also expired, your wife still needs visa to enter the country. But a Visitor Visa will do for that; she does not need a Student Visa. Also to get the Visa, she needs to show the funds to support her financially for the time she would be living in Canada. But she would not be able to work until she receives her PGWP.
