PGWP Application

Hi, I was going to apply for a PGWP. Usually that would allow me to start working right away, but there was a note on my study permit stating "This permit does not authorize the holder to engage in employment in Canada". I spoke with an immigration consultant and they said it was probably a mistake on the part of whoever issued me the study permit. My concern,however, is whether I can work while waiting for a decision on my PGWP given the note on my study permit. Thank you.
