My friend got a PGWP for 2 years after 2 years diploma program.
It were 4 straight semesters without any pause. (so technically it's just 1.5 year)
CIC website states:
"How long the post-graduation work permit is valid for depends on the length of your study program:
Two years or more - a PGWP may be issued for three years"
But it doesn't say if it's length in actual calendar years or length of the program. (which officially says 2 year diploma).
My question is, is he actually eligible for a 3 years PGWP and can he appeal it if so?

It is the program length. If your program length is one year and you stretch it to two years, you still only eligible for 1 year PGWP. Vise versa for your case.
It depends on what your academic institute says your length of study is. I was in a degree program which was for only 16 months, but as it was a trimester program, it was equivalent to 2 years. My institute issued me a letter stating as such when I graduated which helped me in getting a 3 years pgwp.
I should add that - students from my program routinely get pgwp for only 16 months. And usually contacting CIC rectifies this.
