PGP Minimum Necessary Income Assessment through co-signer

Does both individual income of Sponsor and Co-signer have to exceed the MNI threshold, or can the combined income exceeding MNI is good enough?

For example, suppose as a sponsor, I exceed the MNI for one tax year out of the three required, however, adding my co-signer exceeds total MNI requirement for every year.

Is any of the salary EI for unemployment? That must be subtracted from 2018 and 2019. Combined income counts if you both co-sign. Are you sponsoring both your parents? Do you have children?

These are example low amounts not from EI. No children and application will be done for only 1 parent, that is of the sponsor.
