one of my friend wants to do PGD in project management but the consultant told him to go for masters because college will give admission but visa officer will reject visa due to high cgpa (3.6/7).
he has done bachelors in electrical engineering already
my friend cannot afford doing masters in canada and can only afford a pgd
is it true that visa officer will reject his visa on the basis of high cgpa? and that he should do masters with such cgpa rather than pgd?

Diploma after Graduation doesn't make sense, that is why visas are rejected regardless of the CGPA. VO doesn't see any career or educational progression for diploma after graduation. There are universities which aren't that expensive. Someone else can provide you with a list.
