Permanent resident using a certificate of identity to travel

With the help of this forum my wife successfully became a PR resident and has been for the past year and a half. We're now trying to travel to Germany to see her family. Unfortunately she's unable to obtain a passport from her country of origin and has received a Canadian Certificate of Identity. We figured she can't just travel and went to the Germany embassy to apply for a Schengen visa. The German Embassy in Toronto refused to give her a Schengen visa based on that Passport. Does anyone know how we can get to Germany? Does anyone have any experience entering any European country with a Certificate of Identity and travelling to Germany from there?

I understand that. However there are individuals in the refugee section of the forum who cannot obtain passports from their home countries (like your wife). So some similar situations that may be of help to you.
