Permanent Resident Travel Document

I applied for a Permanent Resident Travel Document at the Canada Visa Application Centre in New York city. My application and passport was returned to me without any letter or travel document. What does this mean? Will I receive my travel document at a later date? They retained the photographs that I sent, so maybe I have some hope.

Okay, I feel really stupid. The Canadian permanent resident travel document was inserted into my passport. The good news is that I am still considered a permanent resident, since I have been living with my Canadian spouse here in the states.

They received my application on 16 March 2018 and I started complaining about the missing document that was actually in my passport on 26 March, so it looks like 10 days.
