Permanent resident travel document

I landed on Dec 15, 2015 but because of high cost education and my family isn't settled yet, I decided to go back here in the Philippines to finish my studies and left Canada on Jan 12, 2016. I have been there for only 28 days. I haven't received my PR card yet and on mid March 2016, they requested for a photo retake for me and my sister. I sent my photos to my family in Canada and they sent it to Nova Scotia. My sister got her pr card on May 2017. I complained to CIC and they said that still in process and there's no maximum processing time. I will be graduating on June 2017 and because I'm anxious that I can't return to Canada. I applied for Permanent Resident Travel Document on Aug 8, 2016. I wrote there that I will be returning on June 2017. Will my PRTD be approved?

Why did you apply PRTD so early? You should have applied in 2017.

I applied early so that I can schedule all the things to be done before settling in Canada. Many people said that it takes 3 months to process this in the Philippines that's why I applied very early.
