The first requirement for being eligible to apply for a PR Card is having a permanent resident status.

So, If i travel to Canada, being a citizen of Portugal, at the moment of arrival will I have this permanent Resident Status and therefore will be eligible to apply for PR Card? If not how do we get it?
No - you certainly won't have PR status as soon as you arrive. And no - you certainly won't be eligible to apply for a PR card. Before you can apply for a PR card, you must first become a permanent resident of Canada.
There is a difference between permanent resident and citizen.
What the site is saying:
A PR has been granted permanent status in Canada but are not a citizen (ie no Canadian passport)
They are citizens (ie passport holders) of other countries
