as CIC states:

Option 2 – Other relative

You may sponsor one relative, related by blood or adoption, of any age if you meet all of the following conditions:

you do not have a spouse, common-law partner, or conjugal partner, or one of the following living relatives you could sponsor instead:

son or daughter,
parent,
grandparent,
brother or sister,
uncle, aunt,
nephew or niece.

you do not have any of the above-named relatives who is a:

Canadian citizen,
permanent resident, or
registered Indian under the Indian Act.

My situation:

My sister is a permanent resident who lives in Canada with her husband and her son (who was born in Canada)

Am i eligible to immigrate through Family Sponsorship as her brother?

I am sorry to ask, but CIC instructions is this case is quite confusing for me and my friends.

No. Your sister has a husband and child. Therefore, she cannot invoke the "Lonely Canadian" exemption.

I am intending to buy an UAV business franchise, or even start my own UAV technology business.

Some of the provincial nominee programs still have a skilled worker with family support category I believe . Your family would have to be a full-time resident of that province however.

Does that apply to Quebec Province as well? It seems that Quebec its the most restricted one...
