Absolutely not fixed overnight, you’re right. But I’m thinking next year or two for resolution.
Again, if possible, a study visa seems more promising for entry than a visitor. But if she isn’t eligible as a child of a PR then we are stuck with visitor only it seems?

Being the child of a PR doesn't make her ineligible for a study permit.
