We have not received PR card yet. Decision made has been updated on CIC portal. Below are the timeliness. I tried to reach IRCC so many times but not getting success. Below are the time lines.
Permanent Resident Card
We received your application for a permanent resident card on November 23, 2021.
We sent you correspondence acknowledging receipt of your application(s) on February 8, 2022.
We started processing your application on February 8, 2022.
You cannot unless you have one of the few exceptions for physical résidence (eg working for government, accompanying spouse under certain strict conditions).
Assumong that's not the case, you basically ask for forgiveness by explaining why your absence should be considered for humanitarian and compassionate considération.
I w as sick, i was stuck due to COVID, i was taking care of sick family members, i forgot, dog ate my homework, etc.
The fact is, this section of the application is for people who have OTHER special qualification to fullfill their RO to apply for a PR card even thought they DO NOT meet the requirement and live outside of Canada for more than 1095 days in the pass 5 years. The application wants to cover for all possible cases. That's why they include this.
If you lived outside Canada for more than 1095 days in the past 5 years, most likely you do not qualify to apply for a PR card renewal. And there is no way to "proof of residency requirement".
