I have lived in canada for 6 years as an international student and have received 1 four year degree from a university here and 1 three year diploma from college. I was just wondering if am I eligible to apply for permanent residency here in canada ?

You need to have at least 1 year of full time paid work experience (typically in a skilled profession) before you can apply for PR. Of course this won't guarantee you'll get PR - but it's pretty much a basic requirement. Do you have at least a year of full time paid work experience in a skilled profession? Note that any work experience you obtained while studying or during summer breaks cannot be counted.
You could also apply for Provincial Nomination. Some provinces have an international graduate stream.
