I am a resident of punjab and as the cic website suggests I got my pcc issued for the police commisionerate ludhiana since I have never lived out of ludhiana and could not gt an earlier date from the passport office .is it alright not to get it from the passport office?

if you never lived out of ludhiana its ok, you need to explain it in the letter of explaination
