i received PER email last month. waiting for VO email.
I know that i need to submit PCC of USA for my wife which will take 4 months.
Can i start getting the PCC right now? or do i need to wait till VO emails me?
for getting PCC from USA- do i need any email from VO to submit to FBI (USA)? or i can apply individually?

You can apply directly no need for VO letter.
Also, it wont take 4 months..usual time frame is 4-5 weeks
