Can I submit a PCC obtained from local police station (area police station) from India or I cannot? or it has to be from Commissioner of police or SSP only ?

Dude - A local verification is not just done by a constable visiting your address in India (where you no longer live at the time of applying the PCC). There are other ways of checking your records. A local police officer only visits when you apply for a passport in India.
And further to your question - I am so sure on this as I got PCCs for myself and my spouse and have lot of friends who got the PCCs and nobody visited our homes in India.
