Caution though. Since you are Metha, I'm assuming your PCC would be from Gujarat. Right now it takes at least 3 weeks to get the PCC appointment from RPO in Gujarat. The actual PCC is taking full 4 weeks. I'm seeing similar numbers across Indian cities right now. A week's time is in-sufficient. Also, Indian police will call you for PCC "Verification" to ask you for a bribe. If you are not here, their bribes will go high as they'll say "he/she has to be here...". They are literally sit on top of your PCC and do nothing to make sure you get desperate and pay a bit more too.

Do one thing, try to book an appointment through the online portal and select the location. The biggest issue is the date of appointment itself as dates are in most cities not available for 3+ weeks. See if the dates are available earlier in Mumbai and compare those to the time it would take in Dubai - after appointment date, a PCC has to be issued within 28 days IIRC, but if you get a late date ~5 weeks or so - it could get a little uneasy.
I believe it's more costly than time-consuming, I got it done for myself and had the PCC in my hand in 1 week(the police report was submitted in 2 days), you can go for BLS VIP service, it's very fast.
