If you and your family members are 18 years of age and older and aren’t permanent residents or Canadian citizens, you must provide a valid police certificate for any country other than Canada in which you spent 6 or more months in a row since the age of 18.

So, since you said that you have NEVER spent 6 months `in a row', or more, in India since age 18, it appears that you do not need a PCC from India.

I'll just add one thing. That since the OP is an Indian citizen I'm 99.99% certain that they will request the PCC from India as it's quite hard to prove that one never went there while being a citizen. They asked PCC for my dependent child who left country of origin before 18y/o.
