Do you have any idea how long does it take to obtain PCC from Dubai and Afghanistan,i am currently in Canada,yesterday i sent fingerprint to the Dubai and Afghanistan consulate here in Canada,In case if i didn't receive PCC within 60 days then can i able to submit my application without PCC by sending explanation letter as well as some proof i,e fee receipt etc,

If the UAE consulate can help you in obtaining the UAE PCC, then well and good. If not, then you need to send across your documents to UAE. Make sure you do this via an agent, otherwise you would be waiting for months to get the UAE PCC.
Alternatively, if you have a friend or relative in UAE, then send these documents to this person and ask him to apply on your behalf, collect the PCC and send it across to you.
