In the past 2 years, I've stayed in the UAE for more than 8 months on VISIT VISA. Is a PCC required for this? When I call up the agents they tell me that unless I have a residence permit or emirates id, PCC is not required. Is this true?
 
It is not true. You need a PCC for the UAE. Applying one does not hurt but without it you application may likely be rejected.
