I have applied for PR through EE and my AOR is 21sep. My application is in progress currently. Meanwhile, I'm getting married in March 2019. He(My fiancee) is an Indian citizen, working in the USA on H1B since 2013. We are looking to gather docs beforehand to add him in my application ASAP after marriage. I'd be happy if someone throws light regarding PCC part for him.
1) Can we apply the PCC/FBI report for him before marriage? If so, how early can we apply for it?
2) He is traveling to India in March for the wedding. Should he need to get India PCC from Indian embassy or from PSK India?

He can get the FBI PCC now. But he should get the India PCC after he returns from India from the Indian embassy. Do you lose points after marriage? Does that cause you to drop below the cuttoff for the round in which you go your ITA? In any case you have to inform CIC about changes in your personal situation.

Again, he will stay in India for about 45 days. Should we really need to wait for 45 days, go back to the US and then he applies for Indian PCC from the embassy? That would be a huge delay in processing the file, unfortunately. No workaround?

It is locked for things like age, but not marital status. I may be wrong. You can try the following. Add husband's information in your application but don't submit it. At the bottom you will see an option to re-calculate your score. See if it has changed.
There is no workaround for India PCC. For any country that is not your current country of residence (India in this case), the PCC must be issued after you leave the country. You can also submit the application while he is in India as if India is his country of residence. But in that case FBI PCC will have to be done after he leaves the US and also his application will be processed in India.
