There are authorized agencies who gets your fingerprints and you can send them to the individual countries where you need your PCC. Countries differ on how they process the out of country PCC application so you have to search how Italy and India does it.
I am in SINGAPORE and I have asked High Comission of INDIA for PCC, and they have told me on phone I can apply for PCC with required documents and fee and it will be available in 2-3 working days to me. they didn't ask about the finger prints.

Neither Italy or India require fingerprints for the PCC. see: http://www.cic.gc.ca/english/information/security/police-cert/europe/italy.asp and http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/india.asp So if you have the PCCs and they are less than 3 months old, you are fine.
Thanks PMM, so I think finger print will be only for FBI and who stayed in the USA in some past years or currently who is staying. means I need only USA finger print FBI PCC. Indian and italina PCC not requiered finger print...
