Hello,
My study permit visa was approved recently (initially) but i didn't pay the tuition fees required because I intend to switch to another college.

Does this affect the final approval?

So when are you switching schools? If outside of Canada and never attended the school on your study permit, you need a new study permit for the other school.

If you don’t attend the school, then they will tell IRCC that you are not attending and IRCC will cancel your visa. You need a new study permit if changing DLI and you never studied at the school on your current permit.
