Is it possible to submit my passport upon receiving PPR to any VAC? Or I should submit it to the VAC in my home country?
I am temporarily outside my home country/country of residence, and I need to know if I have to go back once PPR is recieved.

So I wait until I receive the letter, and then raise a web form saying that I am temporarily outside my country of residence and ask to submit the passport in another VAC?
My leave is for a short visit, but I am expecting to receive a PPR in the first week. It is not actually a change in address because I am not changing my country of residence I am just on a business and family visit.

I don't think you need to do that. You can get your stamp from any VAC and travel to Canada from almost anywhere you want, as long as you have a valid TRV.
You called IRCC to know this ,because if i remember you shared GCMS notes that Windsor and Edmonton was handling then... i also got AIP on 3rd and error letter on 8th and my processing centre was Edmonton and Windsor with interview recommended

Yeah, called IRCC to confirm the status of the application. I asked about VO and was told that it's in Ottawa now. Ottawa generally finalizes application and/or forward to concerned VO to finalize (Abu Dhabi in this case).
