I am planning toa apply for PR under CEC from new delhi. During processing , It is observed that files is transfered to Buffalo for processing such type of cases.
So my question is , at the end I am assuming I need to submit the passport to only NEW DELHI for stamping. This is importatn as from india we can't post the passport out side.
i dont thing so, one of my friend applied in delhi, but buffalo transfer the file to detroit. detroit ask for paasport. he send his PP with his friend and he submit to detroit

NO - you would have to submit your passport to BUFFALO ( or other Canadian Consulate in the USA if the file gets transferred there - New Yorik, Detroit, Los Angeles, Seattle).
I understand this is difficult for applicants for India, but those are the current rules. You would have to find a way to get your passport there.
the best way is try to get US visa while your in Canada it is very easy, i did same thing in my vacation and i got 10 year visa B1/B2 visa from Chennai consulate.because of i also planned before to apply same way like you!!! if u get visa then no probs,,,

The rule used to be - Buffalo or other consulate in the USA. Only the principal applicant would have to attend the interview if called.
But I just found this in the most recent OP 25 (p. 21):
"Note: Other visa offices may be called upon to conduct interviews for the Buffalo visa office
should the need arise. These interviews may be required to confirm aspects of the client's
eligibility, including the need to interview family members as part of the application process."
I am also in the same situation. Now if you get your passport with PR visa stamping what happen?
for example, you send ur passport to us with ur friend. He get it stamped and returned it back to you in india. Now when you travel, did immigration officer of india and canada ask you that how come you get your pr visa if you did not trravel US that time???
