Passport request process for visa stamping

I received a letter requesting to send the passport along with a copy of the letter which had the following link to find where to send the passport to -

Since I am in the USA, the closest option I have is the New York City office at 145 WEST 45th street, 4th floor New York, NY 10036, USA

With your passport(s), make sure you include:

• the passport request letter you received from IRCC;
• the visa application centre (VAC) fees (VACs charge service fees to send your passport to the visa office);
• your contact information, including your email, phone number and return address; and
• the VAC consent forms (available on their Web site).

I wanted to understand VAC fees and where to find and how to pay that. Also what needs to be done for VAC consent forms. Can someone please clarify if I need to do the above steps or just send the passport with the letter for stamping as mentioned in the letter that I received? Thank you!
