My brother received his passport request for his visitor visa. However, he lives 3 hours away from New York. Does he have to make an appointment to go in person or he can mail the passport to the vfs centre?

When did your brother apply and when did he get an approval? can you share a timeline please

He can mail the passport to vfs upon submitting webform
