I have got my passport renewed a few months back. How can I update CIC on this? I mean my letter should be addressed to whom? I am going to Haj Inshallah this year. Do I need to inform CIC about my travel plans?
You can send a copy of your new passport with a covering letter quoting your file number to the Visa processing office.
About your short period of pilgrimage you don't need to inform in advance. If you have already submitted an appendix form for the foreign travel, then you need to inform to the visa office. That can be done when you return.
Correct wilson, don't forget to mentioned your 2nd file number on the top of the courrier or post envelope. it's safe to identify at first scan by desk person at your local visa office that packate is related to immigration applicant.
Me too renewed passport a few months ago and send copies of all pages of passport and notarized the infomormation pages as per advised by my consultant.
I had renewed my kids passport while my application was in process. I just scanned the copies of new passport and sent it by email attachment to CHC and they accepted it.
When going for Haj you do not need inform CIC or Visa Office as according to the regulation if you stay in foriegn country more then 3 moths but Haj will take you about 1.5 or maximum 2 years!

U must send the notarized copy to yr VO, with a cover letter mentioning yr file number at the top of the envelope. And at the same time let them know by "Case specific Inquiry"
as per the rule, you dont need to inform them about this trip. as one of the members already said that you'd be staying in Saudi for no more than 3 months. you did send your travel record by mentioning them in the forms that you sent to CIO. No need to send any case specific inquiry. Dont make the processing delayed, they'd see about your trip to Saudi when you'd send your Passport for visa stamping, they'd ask you for something then if they wanted.

Then what will happen when VO suddenly gets a new passport from you when they ask for your passport? Don't they work on it? Don't they give any input of our passport to anywhere for the sake of their job?
We sent the xeroxed copy of our passport's page to our Visa office where the validity of the passport was indicated. Visa officers ain't that fool that they wouldnt know the reason for sending a new passport.
