It will be easier for everyone if you talk in CAD since everyone on this forum is more or less familiar with it and can give advice more easily.
Also, using a job offer (if I understood your post correctly) as proof of funds won’t work since IRCC wants to make sure you can afford to study in Canada without a job.
How many years is the program? So you paid first year tuition and residence? That is not nearly enough in your bank account? It is $10k minimum.
You can’t show part-time job. You need to show that you can afford to study without a job. Plus you can’t count “future” income. Saying you secured a job is a red flag.
21k may be enough for tuition (depending on the program) but isn’t a whole lot for tuition + living expenses. Where do you plan to study and what program? How long is the program?
The intended part-time job cannot be used as a source of funds, and it does not even pay you nearly enough for your upkeep while in Canada.
What program are you coming to study? The course needs to be worth spending all your life savings on. Will it give you even better job prospects once back in SA (i.e. recover your academic investment and more?).
