my passport will expire in July 2015 , I will be sending my application to CIC hopefully next month. Is it fine that I submit with this passport and then provide them copies of new passport later because they might not issue visa on a passport which is going to expire in july 2015 (incase my application gets accepted)

Sure, once you get your PER, you can contact the responsible visa office and update all of your documents, including the passport.
