My parents received the email about providing the passports from CIC yesterday. It requires "the passport must be valid for at least the next six months after you may be issued a visa". But theirs are less than 6 months. Fortunately they are visiting me in Toronto. We wonder if they can land with PR paper through Rainbow Bridge. Does anybody know if there is the same requirement for passport while landing at Rainbow Bridge ?

what "PR paper" are you referring to? The email you are referencing sounds like a passport request which suggests they have not received their stamped passports and their approval paper (known as the COPR) yet.
If they have their stamped passports and their Confirmation of Permanent REsident (COPR) paper that was issued along with their stamped passports, they can go to rainbow bridge and land.
if they do not have their passports stamped, they need to comply with the passport request (Which i'm assuming is the email they received) so they can get the passports stamped and their COPR issued. If their passports don't meet the criteria needed, then they need to get them renewed before sending them in for stamping. They can not land without these things.
You are correct. We are going to ask for exemption since they have been in Toronto and can go to land asap. So we want to make sure there is no same requirement at Rainbow Bridge border before we talk to CIC.
