Passport Country of Issue

I got my Indian passport renewed in Toronto. On the passport place of issue is mentioned as "Toronto"
In the PR application form, should I mention country of passport issue as "India" or it would be "Canada"

If I remember right, the form says "country of issue" not "place of issue". There is a big difference between the 2 statements.

Even though your passport was issued in Toronto (the place) but it was issued by the Indian commission, an Indian Authority (the country). Your passport was not issued by Canadian authority.

Your country of issue would be India
