Passport country of issue vs nationality

Hi,

I renewed my Indian passport in USA this month and I would like to update my profile with new passport details. Place of issue in my passport is "WASHINGTON DC" and there is field in profile that asks for country/territory of issue. Should I mention India since passport was issued by Indian embassy or should I mention USA since passport is issued in DC.

Any help or direction would be much appreciated.
