The instruction guide on citizenship application says below about using passport copy as one of the identification document:
photocopies of two (2) pieces of personal identification.
Examples of identification you can use include:
a copy of the biographical page of your passport/travel document (as requested above and also can be one (1) of your pieces of personal identification)
Since I want to include passport as one of the identification document as well, do I need to include passport copy twice?
Would really appreciate if someone has done this before and can respond.
Thanks Mike263. Unfortunately my ontario health card has expired and new card hasn’t yet arrived in mail. I don’t have any other government photo id so only other option I have is the passport copy.

You can still add an expired copy of your health card.
You can also include a LoE (letter of explanation) clarifying that you're adding expired one as new card hasn’t yet arrived in mail plus you don’t have any other government issued photo id.
