How could you apply for a Canadian passport without having a citizenship certificate?
AFAIK, one of the requirements to apply for a passport is to either show the certificate to an officer in-person in a passport office/service canada office, or mail it to them.

I submitted my original citizenship certification as part of my passport application. Passport canada issued my pp today but did not mail back the certificate.

They usually mail back passport and certificate in 2 separate envelopes. From what I've seen on the forum here, certificate might come back even a month after you receive your passport, so just wait it out or give Passport Canada a call if too worried...

As far as I know, they usually mail PP and certificate in two separate envelopes. So, you will probably receive your certificate soon in a different envelope.
