Ok........First of all, you are not eligible to apply for a PGWP if you have never studied in Canada before and have applied for one previously. Assuming you studied in Canada and left without using the PGWP the last time, you maybe still eligible to apply for it. To your question, yes you can hold both a PGWP and a study permit at the same time. Yes in this situation you can switch to part-time studies because you will not get another PGWP where this would be a problem. Yes, all eligible work done on a PGWP will count towards CEC. My suggestion is not to apply for both the get them at the time of landing. When entering Canada, you must have 1 reason for being here; studying or working. Once you land you can always apply for the study permit and use it accordingly.

If you hold a study permit then you should expect that any work experience while you are studying cannot be counted towards CEC. You should assume it won't matter if you study full time or part time.

Why are you so adamant on studying even more???? At this point your returns from studying is negative as you will jeopardize your only work permit and risk employment hrs during the time not being counted towards PR. Additionally, if you are so gung-ho about going to school, do it after you get PR. The fees would be 3 times cheaper. Why all this confusion?

If the study permit has not been approved then withdraw the application. If it was approved, submit a webform requesting that the permit be cancelled (without prejudice) because you will be working instead. The consultant can do this for you. Time to start thinking about permanent residency and not school.
But when my study permit gets approval 2months ago, my eta of pgwp becomes invalid. If I cancel my study permit, will I get my pgwp ETA restored?

You see all this problem you got yourself into. You have to confirm with IRCC if the work visa is in fact invalid. If it is, you will need to apply for another one because you can not enter on the study visa for work. You can also ask about restoration, the consultant can help with this as well.

If you get your PGWP approved then your focus should be to work, get experience and apply for PR under CEC. Once you get PR, you do whatever you wanna do... you can study part time without paying international fees meaning your fees would be a lot cheaper...!! This is not difficult to understand.
