Parents visitor visa got refused two times

Hi, I came to Canada in December 2017 as a student and I applied my parents visa on the basis of home sick ness in December 2018but it got refused. And than again I applied for parents visa on the basis of my convocation ceremony (June 2019) in February but it again got refused. NOW should I apply for my mother’s visitor visa on the basis of Christmas holidays ???

You were not refused, your parents' applications were refused.
What were the reasons for the refusal? If their situation has not changed, their application will most likely be refused again regardless of the reason for their visit.
