Did you show any property ownership or immovable assets before you got refused?
I received the same letter for my parents.
1) Money was not an issue.
2) I showed liquid cash in India, and my pay slips T4 in Canada and savings in Canada.
3) I did not show my parent's day to day banking, only savings account. That would have been a mistake as well, I should have shown day to day banking with income crediting, previous years income-tax papers. I FEEL that lack of ties to India were major factor.
I am going to re-apply showing property and immovable assets. I am going to apply for IRCC notes and then re-apply.
However in your case, returning to children would have been enough reason to return, unless the child is adult.
I applied visitor visa twice for my mother and got rejected. She is actually working as a teacher under Government of Tamil nadu, India. Though I have given proper salary slips and pf account statements, her visa got rejected.

For sure she will leave Canada as she had to rejoin in her school.

It was generic reason saying they don't have faith that my mom will return to India.

My mom has applied leave which will for sure get approved, but Government will provide that approval letter nearing to leave dates, like around March mid. I am not sure how to apply for GCMS notes as well.

So order ATIP notes (google it). Generic response was just not will return. So her visit is too long and her husband’s TRV may have been approved because she is his tie to return home. Notes may give more information.
Yes it is a long visit. Most Canadian have 2-3 weeks of holidays per year. If this is her first visit to Canada 3 months is a long visit. As a teacher she is also taking leave which weakens her ties to her job. If she was visiting during school holidays that would be different. She should have really applied with your father if they both wanted to visit. If refused again have your father visit on his own and the next year your mother can apply to visit with him.
