My parents applied visitor visa on Aug 20 2020 and since then have received request for biometric which will expire around Nov 20, 2020. They are in Bangalore, India and plan to go to the vfs office in there to provide biometrics.
It seems VFS offices across India are closed and there have been no guidelines from IRCC on how to proceed next.

How can they come to Canada sooner since we need them with us during these tough times .

My mum is also stuck at the "biometric completed" since March. I read it somewhere that you need to send an email to CIC, I'm not sure.

I have seen the news that VFS in India is now open for some classes, FCP and students. But does the parents would be also coming to this category and biometrics can be done. I also have to do the same.

No - it won't help. Biometrics centres in India are not accepting biometrics appointments for visitors at this time.
I don't know the answer to your second question. I would recommend that you read through this section of the forum and look for threads that discuss getting biometrics done in Nepal and Dubai and ask your question there.
Hi I have a question regarding my parents visit visa. I applied online for my parents as my Dad as the primary applicant. The date of final application was April 4th 2021. My dad got a BIL on April 5th 2021 but my mother has still not received a BIL. Will the BIL's be separate or just one under one account?
