4 years ago I applied for my parents' supervisa. One year passed, and there were no updates.

Upon contacting IRCC there was a policy change and people were asked to reapply but the agent said your application had resumed processing again.
Ok fine. Another 1 year passed, and now they said the father is going through security screening.
3 years later, apparently that security screening Is still going on??

make it make sense. Fed up, I submitted a request to withdraw both applications.

I plan to apply separately for my mom now. Can I go ahead and reapply for her supervisa?

You should have reapplied 3 years ago when they instructed everyone to reapply. I don't believe they are going to process the old applications no matter what the agent told you. I would reapply asap now. You can certainly apply separately for your mom.

BTW - I assume by agent you mean the person on the IRCC help desk. Sadly they aren't all that effective and have been known to give out very wrong info. Good luck
