Hi,

My application has been selected for parents sponsorship in lottery system in 2017. I am planning to submit application for my mother for PR sponsorship to Canada, I have following question or worries when I will submit my application and they will ask medical test in future.

1) My mother is Diabetic since last 15 years and taking insulin and also heart patient and she had bye pass surgery 3 years back. She is taking regular medicine and Now her health condition is under controlled/stable.

I just wanted to know when they will ask for medical test and after medical report whether they will decline my sponsorship application because of my mothers health issues of Diabetic and Bye pass heart surgery in the past.

Kindly inform or advice whether shall I submit sponsorship application or not.

Not fully sure, but they reject those applicant who have communicable disease & poses threat to the health of Canadians, you should be fine but still check this out, I think they have details somewhere in FAQ etc as to what they check in health screening, which is applicable for every immigrant application regardless of category, wish you a good luck.

You will need to be concerned about Excessive Demand criteria. If IRCC doctors think her health condition will result in costs to Canadian healthcare of $6,655 per year over 5 or 10 years, she could be rejected. If they have concerns over this, they would give you the opportunity to address them however final decision is up to IRCC. http://www.cic.gc.ca/english/resources/tools/medic/admiss/excessive.asp

As to when she does medicals, that depends on her processing time. Could be within a year, or several years later.

There is absolutely no way to know if she will be refused, unless you submit an app and see what happens. Every case is unique.

If the annual healthcare cost is likely to be above certain amount ($7K for example) due to chronic or severe existing diseases, the application will be deemed a public burden and will be rejected as per Immigration Act, it is very hard to overturn a decision based on public burden test
