Hi, Im looking to sponsor my parent. I'm meeting the income requirements for 2016 and 2017, however falling for 2015 income requirements. If I add the UCCB that my spouse received in 2015 and have her co-sign the application. My question is whether UCCB is counted as part of family income for parents sponspoship by IRCC. I also appllied for parental leave 2015 and thats the reason why my total income that year is lower. With my income plus money i would have received if im not EI plus my wifes UCCB income would make me qualify for 2015 LICO. Would this actually be considered or am I automatically declined? Thank you for your help
Basically you need to compare line 150 from your NOA to the required income for the last 3 years. In case of co-signer, add both of yours together. If it does not meet it even by a dollar, you are considered ineligible.
Also from your post it is not clear if you already expressed interest in being a sponsor and were selected by the lottery - otherwise they will just return your application.

Simple answer. Does the UCCB your spouse received appear on line 150 of their 2015 tax return? If so, then you can go ahead as you've planned. If not, this won't work.
"expressed interest" means have you filled out the interest to sponsor form earlier this year. The entries to "express interest" have ended for 2018 and the lottery to be able to sponsor for 2018 have been drawn.

If we submit the sponsorship and get declined because of the income in 2015. Can we still reapply for the next year and try again? Donwe get our money back?

So you mean that you've already got picked for the 2018 lottery?
If you submit the application and do not have enough income for 2015, your application will be processed and will be rejected. Application process may take 1 year or 2 so you will likely not be able to try again "next year" but sure you can try again in the future year once you got the rejection.

How do i cancel the express interest so we can file again for next year?
I don't understand your question. Did you got picked by the 2018 lottery? If you did, simply do not submit an application. (since you know it will be rejected anyway)
If you didn't get picked, then just try again next year. (they will have another "express interest" form to fill out next year)
